Are my GFX cards throttling? (SLI)

I've been wondering if I have a faulty card or some sort of power throttling problem on my GTX 760s in SLI.

I bought one card back in September and bought another sometime around February. Certain games would scale correctly while others would actually perform much worse compared to running in single. I experimented with Battlefield 4 in different rendering modes, single/sli, etc. Running in single gpu mode averages 100-120 fps on ultra. If I turn on SLI the fps drops to as low as 10-20 fps. After turning on the SLI indicator I found that the bar was only partially filled.

GPU-Z reports that both cards are running at around 40%-60% load. I also found that looking up in the sky fills the SLI bar and my fps jumps to 200. Looking back down forces the bar to gradually get smaller.

I've try various tests with Kombuster and found that both cards are utilized 100% with proper scaling (40fps to 80fps).

So basically I was wondering if my cards are throttling themselves due to insufficient power, a faulty card, or some sort of software related problem. I plan on getting a new power supply to replace my current one to add a little overhead.

Build:
MOBO: P8Z77-V Pro
CPU: i5-3570k 4.5GHz OC
GFX: 2 GTX 760s 2GB (ASUS if you are wondering)
RAM: 2 4gb DDR3 1600MHz
Storage: 128 GB SSD / 1 TB HD
PSU: Corsair HX 650 (Planning on investing in a 700-800W)

In OHM I noticed that one card would have 60-80% memory controller usage while the other card would sit around 3-5%. I was just wondering if this is normal.

EDIT / BUMP : I found that when changing the settings from ultra to low does not change my fps and will stay at 28 fps in BF4. When I look up in the sky for a few seconds the SLI bar fills and my FPS sky rockets to 128 fps with gpu load at 90%. Looking back down drops the FPS and gpu load to around 30%. Is this a driver issue?

Some games will perform worse with SLI. They just have horrible compatibility. I know that Far cry 3 if you play multiplayer with SLI, the game will crash after every match during the loading screen. Don't know if they ever patched that.

The cards are installed in the correct slots as the black slot is on the very bottom and wouldn't fit my card anyway since the PSU lies directly under the motherboard.

EDIT: I was testing out Arma 3 and I did notice on average an increase in FPS while running in SLI. Sometimes the fps gets fairly low but does get a solid 80 fps on very high settings.
