Can only start PC by jumping; power only lasts a couple minutes

I just got done building a new PC, with this motherboard:

ASUS P8Z77-V LK LGA 1155 Intel Z77 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard with UEFI BIOS

As implied by the title, I'm only able to start up my computer by jumping it through the CLRCT pins. I've already had my PSU tested to check if that's the problem, and its working fine. I've already cleared the CMOS, and that hasn't done anything. After jumping, I only get 2-3 minutes max of power -- all the BIO beeps during this time are fine, and I'm even able to adjust the BIOs and turn the computer on and off with the power switch; it's just after that time threshold, it shuts off, and the only way to start it again is to jump it. I've considered just RMAing my motherboard, but was wondering if there was anything else that could to be done. I could give more PC specifications, but the adjustment of RAM or inter-placing of parts really don't do anything to abate the problem.
