I want to connect my computer (in my own apartment) to the WIFI system in this building. I don't know how to do it. The office manager has no problem with me using the WIFI because as far as she knows it if connected through the entire building. My computer is a desktop, not a laptop.

Can you help me ?

Well, you would need to buy a wireless network adaptor. A USB wireless adaptor is fine. They can be bought at newegg.com for anywhere between about $10-$100 or so. I don't know what kind of wireless router is hosting the wireless network, but make sure that you buy at least an N300 speed, adaptor.
