One monitor gets FPS increase over other

I'm running a dual monitor setup(Left, AOC 22 inch at 1680 x 1050 60hz. Right; AOC 22 inch 1920 x 1080 60hz.),
and for whatever reason, the one on the right gets a significant FPS increase in most games, full screen or windowed, about 15-30 fps.

For example

If I open Guild Wars 2 right now in a 1280 x 800 window I have 34 fps on the left monitor, then if I drag the window over to the right monitor it shoots up to 63 fps

What could be the reason for this?


GPU: MSI gtx660ti power edition
CPU: amd phenom II x4 965 BE
I'll get more info if you request, it's late and this is hurting my head.
 
Solution
Sometimes this is due to the connectors, such as a 3840x2160 resolution is supported by DisplayPort at 60Hz, however HDMI only supports it at 30Hz. However, I don't think this applies to your resolutions.

Is the second monitor plugged in to an on board video card while the primary is on the dedicated card?

Is the second monitor in portrait mode (though, this should only be a few percent difference)?

I can't think that V-Sync would be able to be forced on for one monitor and not the other, but you could check if you are running desktop spanning software that allows for different settings of each monitor like that...

Can't think of anything else off the top of my head.
