As mentioned above, Better PSU and RAM. Get a 650-700w PSU and 8GB DDR3 1866.

I run GW2 just fine with this same CPU on very high settings and a single HD 7950. But I have 8GB of DDR3 1866 RAM (* This is the max native RAM speed for this CPU). I would not go with 4GB.

Also, a 64bit OS of course. ;)
No, the selected CPU is fine but you will want at least 8GB of RAM, a stronger PSU something around 550W minimum, and a much better GPU. I would say something like the GTX 660 and higher.

You can save yourself some money buy building this yourself, there are a ton of guides online you can follow.
