You could do that, but you'd have to redo it every time you restarted your computer with an overclocking program. The SC version sets the clock speed in the the bios of the card, and you don't have to ever touch OC software in order to achieve a superior clock speed. It's worth it. The SC version will keep your boot time down, and reapplying the OC every time for years will get annoying. The amount of "annoyed" you'll be will exceed the value of $15 over the years you own your card. There's no reason to introduce years of repeating a task just to save $15. If it were $100, that'd be a different story, but it's a small enough difference to justify.
