Very STRANGE situation!!

So here I have got a brand new build:
AMD FX 6300
Sapphire R9 270X (4GB FOC)
Corsair VS550
Asus M5A97 R2.0
Corsair XMS 3 2x4GB (1600Mhz)
Seagate Barracuda(500GB 7200rpm)
The problem is when I pull the lever(lock the fan on Motherboard) on CPU fan the system wont't boot(no beeps, no display), but as soon as I release the lever(unlock the fan) the system starts and works wonderfully...
What could be solution for this very strange problem and I am using a stock CPU cooler.
Please help me and thanks in advance..

It is a bit hard to push and the lever is attached to the CPU fan for securing it tightly to the MB.

The CPU slips in properly in the socket.

Actually this has always been a problem with AMD and the way the lever holds the cpu. It started way back in socket 939 days where the lever would actually bend the board slightly thus causing components to touch, which would cause a short then cause a failed post.

In 939 days the fix was to take pliers and bend out the support bar that goes through the heatsink. It eeses up on some of the tension but not enough to make it useless.

Actually its a brand new MB should I just get it replaced or would the same thing happen with a new one.
And bending will be my last resort!

Pushing the lever applies really high pressure on the motherboard and sometimes it does work but then hangs in between where as the unlocked CPU fan causes no problem.

Whats a mounting hardware?
 
thats the clips and the piece screwed to your motherboard that hold down the cpu cooler and fan.ive found more than on cooler where the mounting hardware had to be "adjusted".since this is a new board i would ask for a replacement before i would bend anything either.

The clips are very tightly attached to the motherboard I can't visibly see any twitching while pulling the lever, I guess I will buy a new after market cooler.
