Should i wait for PCI-E 4.0 and SATA Express?

i think if your system lasts enough for that time period so better wait . but you can only get benefits of pci-e 4.0 if you have GPU more than TITAN black and sata express if you buy up to date components

What about Haswell-E, it will offer 6 and 8 cores in addition to DDR4 SUPPORT, so i guess it will be future proof, i use a single GPU so i guess that i won't be needing PCIe 4

that's good . . HASWELL-E worth to wait for . . more features like built in graphic processing increase and much high cache . . DDR4 for sure so good to wait
