Where does remaining wattage "go"?

Let's say I have a 1000 Watt PSU and my entire system only requires 500 watts to operate. Where does the remaining 500 watts go? Does it magically disappear and I am paying the electricity company for 1000 watts when I am only using the 500 that the system requires?

No. The 1000W represents the maximum capacity of the PSU. It will only produce what is needed, however, and based on its efficiency, only draw from the wall what it needs to do that.
Think of a car battery. It has the ability to produce enough power to start cars (plural, on purpose), but doesn't ram all that power through your dome light when you open your door.
