Massive Screen Flickering / Tear with GTX 560

Hi all
Looking for some help with a GTX 560 that I bought 2nd hand. I have installed it, and it all seemed to be fine until the 3rd or 4th time I booted up. Then I got this huge screen tearing and flickering right from Startup, and made worse whenever I move the mouse.

I use an LG M2262D monitor / TV. I have tried using a DVI-DVI lead, as well as DVI-VGA. I have the latest NVidia drivers.

Specs: Win8.1; GTX 560; Asus H81M; Intel I5 4440; 8GB Corsair Ram; 450W Corsair PSU.

Problem is the same on another monitor.
No problem with the M2262 monitor using another PC.
Have tried a number of cables, so am assuming I've already narrowed it down to the Card. Have also re-seated it.

GO TO RUN, TYPE IN SERVICES.MSC
GO TO Desktop Window Manager Session Manager RIGHT CLICK ON IT AND THEN PROPERTIES, THEN AUTOMATIC, THEN START SERVICE, THEN APPLY
SAME THING IS WITH Theme SERVICE, AND THAT'S ALL
