I want to build a setup for gaming and music production. I am going to use two monitors. What would be better? 2400Mhz 8GB or 1866Mhz 16GB for £20 more?

The latency for the 16GB is 9 and the latency for the 8GB is 10 or 11 (I have multiple options available for around the same price)

Wait, the 16GB just increased in price by tons. So now the next best 16GB has a latency of 10 and the 8GB is the same.
Now it is:
16GB - 1600Mhz Latency 10
8GB - 2133/2400Mhz Latency 10/11

Since your CPU doesn't have integrated graphics you are better off with 8 GB of 1866MHz CL-9 memory.
You really don't need 16 GB if you're not doing some heavy rendering and video editing.
