Reinstalled GPU and computer won't start up.

I have a Radeon 4850 that was overheating when playing games, so I took it apart to clean some dust and think about replacing the stock cooler. However, after I cleaned it, put new thermal paste, and put it back in the slot, my computer doesn't work now.

When I boot up, everything is fine for about 5 seconds, all fans running. Then it suddenly goes dead silent for a few seconds, all fans go off, and then suddenly it starts up again. It will stay running after this, but I never get any display out of my monitor. The GPU has a red light that will blink once when I first press the power button, and the GPU fans are running.

Where did I go wrong? Is the card still overheating? Also, I only cleaned and reapplied thermal paste on the center silver circuit on the GPU. Did I have to reapply for the black ones on the sides? Also, I forgot the connect the wire between the GPU fan and the GPU the first time I started up. Nothing changed though after I remembered and plugged it back in.

What I'm most curious about is why it suddenly stops during bootup and goes silent, only to turn on by itself again a few seconds later. Does that signify that there's an error somewhere?
