FPS Spikes - what is the cause?

I have recently built a PC but occasionally encounter FPS spikes in my game whatever the graphics settings are (PC SPECS WILL BE BELOW).
When I look at task manager, I notice my Hardrive and RAM is constantly near full, or even full in some cases - would this effect my FPS and cause the error of my display driver crashing?
It has happened for the last 3 drivers by Nvidia so it cannot be anything to do with this and it is installed correctly etc, what could be the problem?

PC SPECS :
GTX 650 ti boost
i5 4670k
4gb RAM
if anything else is needed, let me know!

If possible, an answer of what could improve my FPS would be helpful, I can sometimes play BF4 on Ultra all round at 60 - 100fps but occasionally get lag spikes and wish to fix this.

Your ram is way to low for gaming BF4, you are going to need 8gb's to run it decently. That being said your gpu is not good for running the game in ultra at all. If you wish to play the game on ultra settings and record you will need something with alot more horspower try and gtx 770-780 or a R9 280-290 or 290x.
