Is this a good way to discharge static electricity?

Install psu to case.
screw the psu in, but instead of the last screw, use a standoff.
ground psu by plugging it in and turning of rocker switch.
attaching anti static strap to the standoff in the psu, then to body.

Yes that will work! The threads will ensure grounding.

I use a 6-foot stranded 18 Ga. wire with two alligator clips at the ends. One end is attached to the metal part of the case and the other end to the metal band of an old non-functional wrist watch.
