Continuous buzzing sound, out of ideas...

I was fiddling around with mods for Skyrim today. After I booted the game up I noticed a loud, annoying buzzing (sometimes even whining) noise coming from my speakers. Figuring it was an issue with the mod I just installed, I removed the mod. That's when I noticed the buzzing was still there, just much quieter, almost inaudible. It seems to stay at that low level until I do something that uses more of my CPU (for example: scrolling down a web page, hovering over an icon, opening a folder). Thinking that it was some sort of interference messing with my sound card, I switched to onboard audio to no avail. Following this, I updated all my audio drivers (sound card and onboard), still no help. After some further research, I decided to try lowering the audio format, yet again no luck.

I am completely out of ideas and nothing that I have seen on the internet is any help. I have no idea what to do to fix it now. Any ideas?

EDIT: I have Windows 7 Home Premium

Sounds like transformer hum from the PSU. The hum will get worse under load, and this is a manufacturing defect.

The transformer has 0.5 mm (sometimes thinner) plates very tightly held together either by rivets or by lines of weld. The air gap between these plates must be minimized in order to reduce/eliminate hum. The hum is caused by the plates vibrating due to poor riveting or welding.

The product will still function but will generate higher heat. Try a different PSU.

But the sound is coming through my speakers, the only sound coming from my actual tower is from the fans. Sorry if I failed to add that bit of information earlier.
