Can't detect new SATA hard drive

I have a Dell Optiplex 760. I got a brand new hard drive for it, 160GB Seagate SATA. I tried to install Windows 7 on it, but it got messed up during the install. Now my computer can't detect the hard drive(in the BIOS). I need to reformat it and try reinstalling Windows.

I tried adding it as a secondary drive on another working computer, but it doesn't detect it in the BIOS or Windows (on My Computer and Disk Management). There's nothing wrong with this computer because if I use another HD as a secondary it works fine.

There's nothing wrong with the Dell 760 because it works with my other HDs (except this new one).

I ran SeaTools for DOS on this computer with this HD, but it can't detect it.
I already tried jumping it, but no results. I set BIOS to ACHI and ATA, no results.
I have not tried updating the BIOS or other drivers. It was working before, but now not being detected in 3 different working computers.

What else can I try to get this new HD detected and reformatted?

If the drive isn't being detected in BIOS, there's probably nothing you can do on your own and you'll need to send it in for replacement.
