Is the i5 520m a good cpu to put in my labtop i had it lying around and i think im gonna use it i just want to do some web surfing and and other daily tasks no gaming or anything like that. I just want it to be snappy and fast is this a good cpu choice fot that?

If it's "lying around" it's not super likely you'll just be able to stick it in your laptop and it will work, has the be the right socket, not be locked out by the laptop manufacturer, etc...but to answer the actual question, yes, that is a good cpu for everyday tasks.
