Would this be a good set up for someone ona budget?

Hi everyone. I'm trying to figure out what would be a good cheap efficient setup that is on a budget, but will allow me to be able to play league of legends at a great performance with over a 100 fps
Here is a setup I came up with.

Motherboard: ASUS M5A78L-M LX PLUS AM3+ AMD 760G Micro ATX AMD
Processor: AMD Athlon X4 AD750KWOHJBOX 100W 3.4Ghz Processor
Ram: HyperX 8GB Kit (2x4GB) 1600MHz DDR3 PC3-12800 CL9 DIMM XMP Desktop Memory, Black KHX16C9B1BK2/8X
GPU: Force3D AMD ATI radeon HD 6450 2Gb DDR3 HDMI DVI VGA video graphics card PCI express pcie x16 HD 1080P
or
EVGA GeForce GT 610 2048MB DDR3, DVI, Mini-HDMI, Graphics Card (02G-P3-2617-KR)
Power Supply: Corsair Builder Series CX 500 Watt ATX/EPS 80 PLUS (CX500)

Would everything be compatible with each other, if not, what would I have to change. If there's something's that are cheaper and will work just as efficient, please let me know. My goal is to find the cheapest set up that will run league of legends at a high performance, with over a 100 fps.

No, unless explicitly stated otherwise, modern lcd monitors are only capable of 60 hz (or 75 once in a while), a high end video card wont magically make it capable of 100 or 120 hz, 120 hz monitors are uncommon, and expensive.

Actually this is one of the new Athlons that is an APU with the GPU removed, so it will be just fine CPU wise.

But with that GPU you won't be playing anything at anywhere close to 100fps...which requires a pretty great monitor to even take advantage of. Most monitors run at 60hz, so can only show up to 60fps, anything over that is wasted. A pure APU would be a better mix of power for what you want, so that may be the way to go.

I have a Samsung LED Monitor 21.5" Wide (1920 x1080) Full HD 1080p

Not sure if it runs at 60hz. I have no idea.
Do I have an OS no. I could possibly find a way to take the OS from the computer I am using now, but I doubt I probably can.
DO I have an m/k like meaning a case? No I do not.

My budget I am hoping would be around $400-500. (From the looks of it, doesn't look possible to get what I am looking for).
If I sold this desktop I am using (HP Pavilion Model #: 500-a60) for let's say around $200-300,
then that would really open up possibilities for my budget to around $500-600.

Yea my monitor is capped at 60Hz which is my understanding now why in game on my computer I get an average of 50-60 fps, in game it's very choppy at times, probably because of the lack in power of my desktop.
So what would be some products that would use my monitors 60Hz to it's full potential? I don't mind running at 60fps, because most games only need 60 fps to run optimally, but the latency I keep getting from my desktop is very eye rolling.
