My friend is on a budget of about 400.
CPU - fx 6300
I was thinking the r7 250 or a gtx 650. The video card needs to be about $100 - $115. Any suggestions on the card?

This setup will use around 250w, the 430 would be fine if there is no overclock involved: http://www.anandtech.com/show/5541/amd-radeon-hd-7750-radeon-hd-7770-ghz-edition-review/23

And don't ever give comparisons using GPUBoss, or HardwareInfo, or similar, as they almost never translate to real world performance lol

About Corsair's CX series: The CX series is an entry level power supply. It is NOT good for overclocking, or loading up on with high-end, power hungry parts because of its lower-end capacitors. It is, however, just fine at running normal CPUs at stock speeds with lower-end GPUs at stock speeds. A build like this wouldn't be stressing the power supply. The CX is the absolute lowest I would go, but at this price point, it's...

The R7 260X is the best card in that price range. Just be careful when buying a PSU at that price point, it's going to be easy to buy something that will destroy your computer(blow up under load). Try to get something around 450 W from Antec, Corsair or XFX.

Second this, as long as it's not a CX 430 or CX 500

Just a comparison of the R7 260X and the 7770: http://gpuboss.com/gpus/Radeon-R7-260X-vs-Radeon-HD-7770

And the pricing: http://pcpartpicker.com/part/gigabyte-video-card-gvr726xoc1gd

They are both the best cards in that pricerange, get whichever is cheapest.

Well, a CX 430 would be better than a lot in its pricerange. You're absolutely right though. Their capacitors are rated for low ambient temps, and since this build would be using a lot of a 430's wattage, you might run into problems. Here's a review of the 430 all the same: http://www.jonnyguru.com/modules.php?name=NDReviews&op=Story&reid=214

Agreed again, but if $20 is your pricerange for a PSU...then you should save a bit more before buying

Your right, but I didn't mean the composite score. That score is nonsense. I meant the different category benchmarks. They generally are pretty accurate. Interestingly enough they were wrong this time. The R7 260X is a fair bit better than the 7770 for gaming (According to Tom's Hardware anyway).
