High End PC with low frames

Hello all. I dumped a lot of money into my first build, and noticed it was performing terribly. Here are my components: i7 4770k, EVGA 780 ti, ASUS Maximus ROG Extreme Mobo, Corsair RM850 PSU, 16 gb corsair vengeance ram, 250 gb SSD + 1TB HDD, Corsair H100i liquid cooling, Corsair 650D case. With these decent parts, I am achieving sub 30 fps on Metro: LL on High, Arma 3 on normal, and sub 60 on Bioshock Infinite maxed and Titanfall maxed. My gpu is staying below 45 C, and my cpu is staying in the 30's C. I don't know what could be happening, and need expert advice. My OS is windows 7 ultimate with avast antivirus. Make sure you have the latest driver for everything, especially GPU.

1. Download the latest driver from Nvidia www.nvidia.com/Download/index.aspx?lang=en-us
2. Uninstall current driver by Device Manager or Nvidia installer
3. Go into Safe Mode for another driver clean up via Drive Sweeper or Driver Fusion (download)
4. Restart
5. Install latest driver
6. Restart.
