Can these specs run a GTX 760?

Solution
He already has the pre built hp, just wants to upgrade the gpu. Also, he had pcie 3.0 and a 460w Psu, so even if it isn't running exactly 460w he should be able to run the card, if anything he would just be getting close to the top end of that 460w. If you plan to oc at all on it (and that's a good card for it, I had one), I'd probably get a new Psu as well.
Yes. But that is a model over a year old. It runs Ivy Bridge architecture instead of the newer Haswell. But I wouldn't buy a pre-built computer anyway. You can have something MUCH better for the same price if you just build it yourself. Even if you've never done it, it isn't hard. I, and so many more people on here could help you pick the parts, then when the time comes give you assistance in putting everything together.

Didn't know that the pre-built was already owned. Dang. That's one of the big reasons that I hate pre-built. You just can't go buy a pre-built with solid parts throughout. They always give you the very least they can on parts like a PSU. With that said, I would upgrade the PSU as well, everyone. And when you do, go ahead and get yourself a 750 watt or so PSU. You don't need that much for just one GPU, but what happens when games get more demanding and you want to upgrade to something even more power hungry. It's ok to have a PSU that is too big, but it's NOT ok to have one too small.

And with that note, I'm going to bed. Work in the morning. Night everyone!
