Except for the 20 GB launch model, all PS3s can connect to a standard 2.4 GHz 802.11 B/G/N wireless network, limited to 802.11 G speeds (54 Mbps max). As long as your cell phone hotspot provides one of those signals, your PS3 should work with it. However, connecting through a cell phone will result in a slow network connection.
