Those seem like to contradictory terms really good and cheap 
, I am yet to build my custom loop however everything I have read says that the pump is the most important part of you loop, so its probably more important to concentrate on getting a good reliable pump that will be able to do the job for a couple of years.
You don't want your pump dying and end up frying your rig. How many components are you planning to have in your loop and what is cheap to you?
