I have intel e2180 2gb ddr2 ram and 2 ghz processor core2duo.i dont know my psu (i think 350w to 400w).
Nd Most Important My Budget Is $82 So Which Good For Gaming in this?

That budget will get you an R7 240 or a GT 640. Neither are terribly competent cards but they'll do the job. The limiting factor will be your processor and RAM. Also consider that ATI/AMD cards are notoriously power-hungry. If you're only working 350w I recommend the 640. 400w would free you up to get the R7 240.

Preach it, my friend! You've got it right. If the bottleneck is not in the graphics card how can a better graphics card make the bottleneck worse? Well, it can, but I think not between the 240 and 250. Good on you!
