4670K stuck at 800mhz

A friend of mine recently built a new PC consisting of (relevants parts) an ASUS Z87 Pro Motherboard and a 4670K. In BIOS, his mobo sees the CPU properly, but isnt always at 3400 mhz and sometimes is seen as 800mhz.

We figured this wasnt a big deal at first. In my experience a MOBO will see a CPU at its max speed. Once entering windows (8.1, updated) he noticed it was never going above 800mhz. Entered a game (GW2, Diablo 3) still 800 mhz. Prime 95, 800 mhz.

So he went into the power options, set the minimum and maximum to 100%, profile at max performance, still 800 mhz. Tried running AISuite auto OC, and 30 minutes later the program was still running at 8.2 ghz! Total BS we know, but an indicator something is amiss here.

Uninstalled AUSuite, went back into BIOS, disabled all power saving stuff to lock in the CPU at 3400 mhz. Get into windows, bam! 800mhz. Go back to BIOS, manually set the multiplier to 34.... 800 mhz again in windows.

Checked the motherboard switches (TPU and EPU) tried TPU 0, 1, 2 and EPU 0 & 1 in all combinations and STILL 800 mhz. No changes at all.

Thinking it was something that went wrong when installing *something*, he pulled a new HDD and did a fresh install. Grabbed prime95 from a flash drive and HW monitor, still 800 mhz and no budge on prime 95. Ran WEI, scored a 5.9 on the cpu.

I ask you knowledgeable techies:
What the actual fuck is going on? Faulty CPU? Faulty Mobo? Something we're missing?

Asus Z87 Pro
16gb (2x8) GSkill 1600mhz
Gigabyte Windforce GTX 760
480gb Samsung 840 Evo SSD
Rosewill 750 watt psu

Try checking the power settings (ie set to high preformance) in the control panel.

Done, on both fresh windows install as well as current. Still 800 mhz.

mk, under advanced power options what does the processor power management say for maximum processor state? 100% or lower?

Minimum and maximum are set to 100%. We tried just max and just minimum at 100% just in case you ask. We're really stuck.

Try turning off speed step in the bios. Look for any software that came with the motherboard driver CD, they will usually have their own eco tool, if there is some software like that uninstall it.

mk, you might be overheating, check the backplate if your using a third party cooler and make sure its flush and not on any of the screws. another thing to check (pain to do so) take the cpu out and see if every connector on the bottom of the cpu has a dent in it, if not your boards pins may be the cause.

Yeah, we have done all of that as well. And a fresh install witho nothing but windows, Prime95 and HWMonitor. All power save settings have been disabled, tried manually setting the multiplier, tried the TPU/EPU switches, nothing changes once within windows. Always goes to and stays at 800 mhz regardless of anything thats changed. Quite the conundrum.

It may be worth taking the CPU out to have a look at this point, but wouldnt a bent pin or faulty connectiong would do more than limit CPU speed? As far as the temps go, they are always at or bellow 30*C, even with the fan at 300 rpm or 1500 (Noctua NHU12S)

It wasn't an overheating issue, but when the CPU was removed from the board he examined the motherboard pins more closely. 2 of the pins were bent in an angle that was different from every other pin. Since bent pins on this platform is normal we didn't really think to look closely at them as a culprit. Lo and behold, bending them so that they were at the same angle and direction as the rest of the pins and viola! No longer stuck at 800mhz, now getting full speed and then some with a mild OC.
