Mmh if you can play on ultra? Probably, if you CPU is strong enough. Else it would bottleneck the GPU and you'll have to lower settings to get smooth 60 FPS.
Ping? You can't really know untill you actually play but if you are in Europe (eg UK) and play in Europe servers (eg UK) you should be fine in theory.
