Intel Core i5 3rd gen vs 4th gen

I'm considering of buying a new laptop for general overall use (nothing specific)....
i would like to know the major differnces b/w intel core i5 3rd generation and4th generation
...because if i go with the 3rd generation my budget would allow me to slip in a touchscreen too( win 8 )....but with 4th gen my budget would be up!! :/
advices needed!

haswell(4thgen) has around a 5-10% increase in overall performance. you really wouldnt notice much of a difference honestly so long as the clocks are the same and your not comparing a 1.8ghz processor i5 to a 2.7ghz i7

Very small increase in CPU performance.
The biggest change is better graphics. (still not gaming level though)

Better battery life for laptops.

If they are comparable chip like the desktop 3570 to the 4670 then there isn't much difference. However differrent numbers could mean different configurations. (I think some mobile i5s are dual-core while others are quad-core)

I'll be having a dedicated AMD Radeon HD 8670m graphics card alongwith....so it wouldn't set me back to go with the 3rd gen right guys??

so long as they are a comparable series with similar clocks...what 2 cpu's are you talking about?

i would go with the i5 the 630m has better performance

the processors are very similar and if you do things that require graphics like gaming
i would go with the 3rd gen (or if you just want the touchscreen

)
