I recently had this problem and none of the solutions offered worked. I happened on a solution by accident. For me the solution deals with varying the internet feed.
I had plugged in my ipod and got the device not recognized, the same for my iphone. I installed, uninstalled and itunes several times. I even did a complete reinstall of windows 7. I followed the suggestions on various sites and nothing worked. I noticed also that one of my larger flash drives gave me the same code 10 response. This was done at my work on my laptop, since I don't have internet at my house.
Then, while at Panara bread I plugged in my other phone and it gave me a device not recognized. The Panara Bread feed was really slow so I thought I would try my mobile hotspot for a moment. I replugged the phone in to try and charge it and it quickly found the device and installed the correct driver. I thought it a bit odd. So I took out my ipod and iphone and plugged each on in and both were recognized and drivers installed. I started trying my flash drives and they each were found and installed, except the last one. The last flash drive was not recognized, so I switched back over to Panara's wifi and tried again and it was found and installed.
This was done with no apple software on the system. Later I downloaded itunes and installed and tried the ipod and iphone and both worked.
So I hope this helps, if your dealing with a wired situation I don't know how you would apply this but it worked well with a wifi setup.
