DirectX 12 will indeed make lower-level abstraction available (but not mandatory—there will be backward-compatibility with DX11) on existing hardware. However, Tamasi explained that DirectX 12 will introduce a set of new features in addition to the lower-level abstraction, and those features will require new hardware. In his words, Microsoft "only teased" at some of those additions this week, and a "whole bunch more" are coming.

The lower-level abstraction would, as far as I can tell, be supported on old hardware. It's just that they also add some other new features that will, as usual, require new hardware.

well hopefully with this we DX11 cards user will not get abandon when DX12 cards comes out. just look what happen to DX10. when DX11 cards arrive most game dev only make their game to run in DX11 or DX9 leaving user with DX10 capable card cannot fully utilize the capabilities of their card

If it means having to drop support for stone age hardware then make games run better so be it.
