New Internal HDD read only?

Just installed my new HDD. I formatted it, its totally free of anything. Now that its working, i go to steam to install some games on it, and when i try to make a new Steam library folder, It says that the Drive is "Read Only". After the Volume has been made and it has been formatted, do i need to do something else? The drive is set to be able to read and write and all that shazz in the settings.
Is it Steam?

Im running Windows 8.1, and have that on a SSD boot disk ,the new HDD is for other storage(mainly games)..

what do I do if my partition is active but the drive says read only in disk management?

Making the partition to be active doesn't have anything to do with the drive to be read-only. You can use Diskpart to clear the read-only attributes of your disk or volume.
ATTR DISK CLEAR READONLY
ATTR VOLUME CLEAR READONLY
