SLI extremely loud fan when one card gets around 65 degrees

One of my GPUs is always 10-13 degrees hotter than the other and when it reaches around 65 degrees (which is even while watching videos), it's fan gets extremely loud and makes buzzing sounds.

Is it normal for one GPU to be 10 degrees hotter than the other in SLI?
How do I fix the loud fan on it?

GPU in the primary slot will always take more of the load, produce more heat, and therefore need to cool itself more with higher fan speeds. As far as fans, you'll have to look into some GPU clocking programs that allow you to set fan profiles depending on load. MSI has the afterburner program which is pretty popular for this.
