My ups(intex protector 725) has a capacity of 360W and this graphics card(amd sapphire hd6670 1gb ddr5) need 400W!
I can use this gpu?

I still don't get you.. AC 230v is just the voltage that all the electrical appliances use...

If you are talking about the UPS or Uninterrupted Power Supply that is typically a black box outside your PC case then you should be fine with your 360W/600VA intex UPS.. It doesn't run your system when power is on... Once power goes out it will provide battery back-up for some time so that you can save your work and shut the PC down safely.. with 360W/600VA UPS you will be able to run your system for about 5-10 mins when power goes out. That's enough time to save your work.

And if you are talking about PSU or Power Supply Unit that sits within the Cabinet or Case and provides power to your internal components like CPU, Motherboard etc. then...
