GTX 750 Ti. only need 300 watt psu to play at FHD. Maxwell FTW!

first, what is your budget?
from amd's lineup, 7750 had the best gaming perf from a card that required no pcie power connector. radeon r7 265 is one of the fastest card that requires only one 6 pin power connector. but the most powerful card that requires only one 6 pin power connector is radeon r9 270 (non x).

from nvidia, gtx 750ti has the best gaming perf from a card that requires no pcie power connector. it displaced radeon hd 7750, in that segment. however, you might see both 7750 and 750ti with one 6-pin pcie power connector in select cards. some cards even have ddr3 or gddr3 ram as video memory - stay away from those.

there are a bunch of cards around that price. but first about the g/ddr3 - due to much lower memory bandwidth which bottleneck the gpus. gpus from radeon hd 7750 and up are too powerful for g/ddr3 memory which provide around 35~ GB/s bandwidth while gddr5 can provide more than twice as much, at least.

according to toms' review, radeon r7 265 is the fastest, but also the most power consuming. then the gtx 750ti, the least average power consuming (check the power consumption charts) followed by r7 260x which uses more power than 750ti. i didn't check radeon hd 7790, gtx 650ti and radeon hd 7750 prices.
