I just noticed recently when I looked at my computer's properties that I only have 8GBs of RAM. I'm not sure why the other half is missing, but I know for a fact I have two separate 8GB sticks of RAM installed (It says 8GB's right on the RAM). Here's the exact RAM:

I've tried tinkering around in bios to adjust the frequency and voltage, but that hasn't worked. I tried going into msconfig, advanced boot options, and the box there is not checked for memory limitation. I've tried swapping them from dimm1/3 to dimm 2/4 and I've also tried booting with only one RAM stick, which is how I came to realize it's not one faulty stick or dimm slot. For whatever reason the system is only reading each stick at 1/2 it's actual capacity. I've been digging around for awhile now, but I can't seem to find a definite answer. All memory checks have come back good.
I started to think it might be a limitation of my motherboard, but the documentation says it can hold up to 32 GB and there's only 4 slots, so with some basic math (I could be wrong) I put that at 8GB per slot.. precisely what I have right now, but only 2/4 slots filled.
Here's some basic specs I feel are most relevant to the issue:
Motherboard: MSI P67A-G45
RAM Corsair Vengeance: 8GB (x2)
Windows 7 (64bit)
