Why is my PC very slow? HDD problem? RAM issue? GPU issue?

I've got a pre built HP computer that I am upgrading slowly piece by piece and I am on an extremely tight budget, I have already upgraded the CPU to a Core 2 Duo E8500 @3.16Ghz. The motherboard is the Napa H8LE. I have a 500GB toshiba HDD that has been in this computer since 2007. Also I have 2GB of RAM, which is going to be my next upgrade to 4GB(mobo max). My computer is very slow at booting and very slow at opening applications. I am also using my onboard graphics, not sure if this could be causing it but I have a GeForce GT 640 on the way but for now I am using just the onboard graphics. Does anyone have any suggestion of what I should upgrade next? 2GB to 4GB RAM or swap out this 6+ year old HDD? What will be noticeably better?

use Msconfig to check what programs are starting up on boot and a thorough malware and virus scan to weed out any unwanted programs. A lot of programs are installed along with other installations and it would help to identify and uninstall these, along with upgrade of RAM this should be able to breathe life into any old system... :)

As far as I am aware the main difference between Win 7 Ultimate and Professional versions is more language packs for Ultimate, unless as mentioned above it is used in a corporate setting. I'd definitely agree that the ram is likely choking your system since windows likes to hog it unless you have 4 or 8gb. I'm surprised that your mobo can accommodate a graphics card like the GT 640 and has a max capacity for just 4gb of ram, as most gaming computers would ideally have 8gb. Can you provide a link to a page with info about your motherboard? And what rpm speed and SATA version is your hard drive?
