Install New HIS R7 260X 1 No Display and Input

I just bought new VGA card(HIS R7 260X) for replacing my HIS HD5670.
When i plug it to PCIE(gen 2), connect the 6 pins and turn on my PC,
its always blackscreen(IS NOT "no signal") with disfunction mouse and keyboard. Case Fans, GPU Fans, and HSF Fans is works. i tried to switch the HDMI to Mainboard's when Radeon still power up with 6 pins and still show blackscreen. Its work if i unplugged the 6 pins power or from PCIE(without Radeon in mainboard).

My Rigs:
i5 2500k
Corsair H80
Minix H67M USB3(ITX)
Patriot 8 GB dual channel
Corsair GS600
LG IPS 225
1SSD+1HDD

I saw many threads and tried many troubleshoots but still dont get me work.
1. I plugged 6 pins and i plugged HDMI to 260X
2. Set up BIOS to initiate PCI/PGE
3. Disabled the Motherboard GPU.
4. Uninstalled old radeon's driver and Installed 260X driver to Desktop
So whats wrong with my PC? its just my PSU or the GPU?

wow you got a decent rig but entry level gpu?

anyway, have u tried goig to safe mode? any good?

Thx for your response, i tried it twice, i wont work cause of everytime i plugged the new gpu, black screen occured and key+mouse wont work, so even i cant see the BIOS.
