What does 'rev. 1.x' or 'rev.1.1' means?

Like for example, in Gigabyte mainboards, they have 'rev.1.1 or 'rev.1.x' written with the product. What is it? Which one is better in what sense(!)?

It is the revision number of the motherboard. Revised means they have changed or edited something. The rev 1.1 in this case is newer and has probably fixed an issue or increased performance.

"fixed an issue" - does that mean the 'rev.1.1' is a second-hand product?

Just means the board has been "revised" since it's previous revision, think of it as a "version" like software.
The actual nature of the revision could be anything.
For example, a later revision may have a better (or different) integrated graphics chip, or more RAM slots.
Some changes may not even be obvious just by looking at the board compared to an earlier revision.

But whatever differences there are, there are no major changes to warrant giving the board an entirely different model number.

No, if people continuously reported an issue with a new product i.e rev 1.0, then Gigabyte will discontinue the sales of rev 1.0. They will fix the issue by developing rev 1.1. If there is a problem with rev 1.1 then rev 1.2 will come in etc.. Then they will only sell the product that has the latest rev.

I see, it's either upgraded or modified or more advanced etc. Sounds nice.
