No display on HD 7950

I recently joined the military and haven't used my computer in over 4 months, but recently got it shipped out to my base. Upon start up the monitor was giving a no signal message.

I tried unplugging and re-seating the card but to no avail. Occasionally, the motherboard LED will either put out error code A2 or A6. If I am lucky, it will boot properly but the display is filled with columns of horizontal lines all across the screen. And sometimes the device manager recognizes the card and sometimes it doesn't. When it recognizes it, it says all drivers are up to date. I seem to be running out of options and I hope it's not a faulty card.

Also, I've reset the BIOS to default settings and ensured that it was on HDMI output for PCI express.

Specs are:
Intel core i5-3570k 3.5GHz
ASRock z77 extreme 4
Gigabyte HD 7950
thermaltake smart m750w

There is a possibility that the graphics card has developed a fault. But at-least try a different monitor cable. Also try hdmi instead of DVI for example. Clean the PCI slot with a can of compressed air.
