Restart function won't work?

restart function does not work on my pc, i really don't understand why. Is it my power supply thats dying? When i click restart the PC remains physically on, and i loose the signals to my monitor. However, if i physically turn off the pc, then do a cold boot, the pc turns on but i don't see the asrock boot logo. The Pc however does work from cold boots. My specs are:
CPU: i7 3770k OC @ 3.8ghz (been like this for a while so i doubt it's this)
GPU: GTX 760 2gb
HDD: Seagate 2tb hdd
SSD: 128gb ssd w/ OS on it
PSU: 430 watt cx430 corsair
mobo: Asrock Extreme4 z77
ram: 16gb
note: This just started happening few days ago.... and it is very annoying!

hmmm i have had this build for a year now... i highly doubt that gtx 760 using 600 watts standalone, especially after looking at benchmarks. Where are you getting this idea from?

Well nothing worked. The problem grew worse. Now the pc boots up, but i get no display on the screen at all. So i narrowed the problem down, its either the motherboard or the power supply. I unplugged the gpu, and booted with an error saying plug back the gpu. But if ots already plugged in, there is no output on screen. So i left the psu off overnight for 10 hours unplugged, and then started up the pc this morning and the pc booted up as normal. I put it into sleep mode for an hour, then waked it up to see no video output on my screen. Is it the motherboard or the psu? Soo annoying

The pc doesnt boot at all anymore. I guess it is the psu, doesnt matter if i buy a higher one, i need more power for later upgrades. If it still wont boot, mobo is the issue.

hmmm no. But what i did was i went on SuperBiiz and bought an 850 Watt power supply for a reasonable price. It has 80+ gold Certi, so it's hell more reliable than a bronze 430 watt. plus now i am SLI Friendly! What i also noticed with my pc is that if i keep it off for like 1-2 hours i guess, it boots up perfectly fine and fast which leads me to believe it's a PSU issue, but when i do Standby or Restart i get weird error codes on my motherboard and it gets stuck in the POST processing. Oh well, it's profitable both ways since if the PSU is fine and monbo is damaged, i can get a new mobo, use the new psu, take the old psu and put it in my other PC. Anyways, thanks for your help!
