Computer wont turn on after power interruption

My PC will not turn on each time it has been turned off "improperly", such as during a power outage, or not using the "Shut Down" function to turn it off, like using the CPU button or the modulator's switch to do so.

When I try to turn it on, it takes a long time to load, getting stuck for a quite a while at the motherboard screen, then when I get to the Windows screen (I use Windows 7), the animation does not play and I just get stuck there for an eternity.

When I turn it off again and reboot, it's the same thing. When I try the "Startup Repair", it doesn't progress after the "Windows is loading files" screen. When I try to use F8 before the Windows screen and use Safe Mode, it wont load at all; Just a black screen. System Repair or Last Known Good Configuration does not work either.

Please help and suggest a solution. As much as possible, I want to avoid a clean reinstallation, I have a lot of important files in the computer.

P.S. I've had this problem for years now, and usually, all I do is wait for 1-3 hours before turning it back on. Then it usually turns on properly and runs fine after that. ...but now, it wont.
