In Win 7 Pro 64 bit I arrange my icons the way I want, but they are rearranged to the left side of the screen every time the computer is rebooted. I only have "Show Icons" and "Show Gadgets" checked in the View box. Maddening. Not everyone with Win 7 Pro experiences this. Is it malware or a virus?

Solution
Sounds like you might have Auto Arrange icons turned on -- right click on the desktop - go to View - make sure auto arrange icons is not checked.

Don't think it is that since it always shuts down normally without any fuss.

Probably not a solution to your problem, but I had a similar issue with new icons not staying where I put them on reboot. I fixed it by arranging the icons like I wanted, then right-clicked in an empty desktop area and chose Refresh. In my case apparently Windows was not refreshing the desktop icon cache before shutting down, and thus not saving the new icon positions. Doing a manual Refresh before shutting down solved the problem in my case. (I only had to do this one time - not each time before shutdown).

Unfortunately, when I do the screen refresh all the icons go back to the way Win 7 wants them arranged. Tried it with and without refresh, no joy!
