Firstly never clone a drive unless you are mass producing PCs. Sooooooooooo many issues.
Corrupted sectors, pending deleted data, etc, etc.
SSD's suffer even more from cloning due to the way they read/write data as opposed to HDDs.
Boot up from the HDD and backup your application settings or use the cloud to sync your data.
Perform a low-level format (zerofill) on the SSD you cloned, then install windows on the SSD.
You can use killdisk to zerofill the drive

With the fresh install of windows, copy your data over from the HDD to the SSD from inside windows.
Reinstall applications as needed and import your backed-up settings/sync with the cloud.
Other than that if you are adamant on keeping your SSD with the cloned data from the HDD.
Ensure the SSD is set to be the boot disk in the Boot options in the BIOS.
If it still fails to boot, run a repair installation from the windows installation disk on the SSD, it more than likely failed to copy the boot sector.
