File Question for a system running Windows 98

Hi I have a program installed on a windows 98 OS it's separate from the OS but the program is installed on the same drive. There is a configuration file i am trying to change in this program it opens up in word pad and when i change any of the settings by typing in a new value and then saving it while the program is not running it saves but as soon as i start the program it reverts right back to default values I checked the attributes on the file itself it wasn't read only but it was archived. Any ideas on how i can get it to keep my the values i type in?

it's a counting program i think doesn't have a name on it of anything i can find on the internet its from the dino age. The options in the program itself works but the configuration file in the actual install folder does not save when you edit the values in it.

Edit the file and save it. Do not start the program. Open that file again and see if your changes are there. If they are, that means that the program just over-writes the values at startup and there may be another way you need to change settings.
