is liquid cooling always better than air cooling?

will a low-end Liquid cooler like this outperform a high end air cooler like this?

they are both priced basically the same.

I don't know about that air cooler in particular, but the noctua nh-d14 will outperform many water coolers. That is what I would personally recommend.
