Pc lags on loading screens/black screens in games

Hi guys, I have had a wierd problem with my pc ever since I've had it, during loading screens of games for example Garry's mod, warframe, guild wars 2 and any downloads during gameplay my net becomes unusable Skype/teamspeak does not work because the other people hear me roboting and until the screen ends it will lag as soon as I'm in game it's fine no matter how much people are playing with me I don't get any lag, I know it seems like a Internet issue but my other pc on the same network doesn't do this so I was wondering Is there any settings I can change on my pc at all? It's a quad core amd phenom 9950, 8gb ram and a gtx 260 graphics card, Also running windows 64bit.

It's not working I'm getting the error occured while releasing the interface local area connection the system can it find the file specified, tried running the netsh fix on the trouble shooting site didn't work and I'm using an admin account on a ghbine windows comp with no firewall enabled. Really confused now

Hmm do you have another anti virus? if so allow the game through the anti virus, also allow the game through the firewall anyway from "allow a program through windows firewall" and make sure both boxes are ticked. Now click the firewall in the control panel and open advanced settings, a new window will open and click "inbound" on the left and scroll down and you will see a grey tick on the program you just allowed through the firewall, right click and enable, now in the top right click new rule and go program, and when it says browse find the program and then click next when prompted make sure allow all connections is selected, keep clicking next until you are done.

Got no anti virus however I used the windows troubleshooter and it said dhcp is not enabled for this device then I enabled it and I can run the up config commands so far it seems to be working a lot better can someone explain why this happend at all? Sorry don't understand networks :(
