Clean XP Install, 100% CPU usage

Clean XP SP2 Install, still at 100% CPU usage, can't install drivers with USB or CD since it won't recognize anything. Windows explorer windows like MY DOCS and MY COMP open fine and fast, but won't recognize USB or CD, therefore can't install drivers for a/v, lan, wan, etc. ideas? HP Pavillion DV5030

is power supply supplying enough voltages to everything? check by touching uer psu if its hot then its bottlenecking which means a psu problem but i dont think so that it will be the problem but still check it.
