Very Strange Issue After Modest Overclock

I am running an FX 8320 cooled by a Cooler Master Hyper 212 EVO. Idle and gaming temps are anywhere from 25 to 35 celcius as reported by multiple monitoring programs and BIOS. Prime95 temps run up to 48 celcius. My motherboard (Gigabyte 970A-D3P) doesn't allow me to change FSB frequency, so I just unlocked and stuck to changing the multiplier. Stock multiplier is 17.50, so I bumped it up to 18.00 (3.6 GHz). No issues, no temp changes after stress testing, all is well. I then turn up my multiplier to 19.00 (3.8 GHz) as I slowly want to apporach my goal of 4 - 4.2 GHz. I save settings and restart. My case LEDs come on and my fans rev up, and then within 2 to 3 seconds it completely shuts off, my monitor doesn't even get a chance to catch signal. After waiting for another 3 seconds, it turns back on again and manages to POST. I get into windows, run tests, play a game for 20 minutes, all is working well and my temps stay under 40 C. I try to restart my PC again without changing anything in BIOS hoping it was just a one time occurence, and it happens yet again. Powers up, shuts off almost immediately, powers on again and then manages to POST. In panic, I went into BIOS and reverted my multiplier back to stock 17.50. It starts flawlessly without any failure. It is obviously an overclock issue. Keep in mind that after the startup, Windows and all of my applications run perfectly, there is just the portion of the boot where it turns off and hangs for a bit. Where could this problem stem from? I'm thinking either RAM or PSU... I have two 4 GB sticks of G.Skill Sniper and a CX600M (600 watt) PSU. I am running BIOS version F5 for my motherboard.

Do you mean the turbo boost function where it can selectively ramp up from 3.5 to 4.0? I have tried increasing the multiplier for this (CPB Ratio I believe its called) to even 4.5 GHz without issues. Of course it doesn't go beyond 3.5 in prime95 but every now and then it can ramp up to 4.5 GHz. But honestly during gaming I don't see gains from it.
