Hello,
Later i started a new thread about my pc not turning it on. i got it checked and it seemed like the motherboard was burnt, so i had to replace it with a 'used' Intel quad core 2. The games before i got it replaced were lagging horribly , the fps just would fall suddenly. after replacement the games started working well but however 3 days later [4th day now] the games once again have suddenly started lagging suddenly with fps drops. and i had no problem with it 1 day before :/  ! What is the problem... do i require a re install of windows or what ?
My Specs are :
Processor : Intel Core 2 Quad CPU Q9400 @2.66GHz 2.66 GHz -2GB
Ram : Corsair 4 GB
System : 32-Bit System Windows 7
Graphics Card : Nvidia GT9600

Now dont say the specs are too low... because like 1 year before this problem started the games worked very nicely... infact i played crisis 2 on fps of 40 on this pc! and until now this problem seemed to be temporarily solved for 3 days. it lags 10 secs and goes fine 10 secs. its still less bad than last time but not bearable. The games i play on this system are mainly 4 games :
Dota 2
Planetside 2
Hawx
Minecraft

What i have tried :
1.Downloading Anti Viruses trials and downloading tune up utilities.
2.Cleaning up disk spaces and all.
3.Update all drivers.
4.Change Nvidia Settings and other settings.
5.And Until now when my pc stopped working... replacing the graphics card with the same type but that works and is 'used' because it dosent come anymore because of iSeries.
which has only fixed problem temporarily.

Thanks

Dude something similar happened to me... to make things short it was the RAM. My desk was a little wobbly and I didn't secured a dim of RAM. So one day I kicked the desk and the next thing I know is that my PC was slow as hell. I spent a week doing all kinds of stuff to my rig and then I discovered that on the PC Info it only showed 1.70 GB of RAM. So yeah, a Dim wasn't fully making contact with the Motherboard. Check if everything is clean and well placed.

Actually i did check and its all connected. i was actually there when i got the motherboard fixed in. On my pc i checked the properties and the GB was same as i expected. nothings wrong with the ram. its very strange :/

i had a similar problem a couple weeks after i installed my new GPU Hitman Blood Money started only running at 15 or lower when the average is 30-50 FPS i just restarted my PC and it worked for a couple hours and did it again so i looked into it and found out that my old GPU that has been uninstalled was still trying to install itself and using up my RAM i have 3 1GB sticks and 1 512MB stick but i was only getting 2.75GB so i did a clean install of my GPU and rebooted and was surprised to actually see the boot logo because before it was just a black screen for 2 mins
and i checked my specs and i had 3GB of RAM and it only showed 1 GPU detected and my games have been running better since
TL;DR
Your new mobo must of came with intergrated graphics reinstall your stuff see if it works
