They both have 4gb of vram so for triple monitors you should be fine with the 760s and plus you said your on low budget, which i don't get because they are 500-700 dollar GPUs. but if you want best frames go with the 770's.
I'd avoid the CX series - corsair cheaped out on the caps, so they'll die early.
Running a single fast GPU tends to have fewer issues than multiple slower ones. Consider getting a single 780 or 780Ti - you'll be able to upgrade later on, if you want.
