I recently built my first PC but I am having a few problems with freezes and the RAM.
I am using a Gigabyte 990fxa-ud3 Rev 4.0 mobo with an AMD FX-8320 processor. Lastly I am using G.Skill Ares desktop RAM DDR3 2133 MHz PC3 17000 F3-2133C10D-8GAB.

It idle's and searches the web fine but it has frozen sporadically. Once it was when I was playing League of Legends , once when I was checking the settings for streaming from my computer and a few times while booting up.

The other problem is that when I look at the computer properties I notice that I have 8gb or RAM but only 3.96gb is usable.

Solution

Try moving your sticks between slots on 64bit you should have more ram available so possibly you have bad stick or memory channel which can cause all the issues.

How do I set them to those speeds in the BIOS? I am just using the XMP profiles.

Update: Tried booting from with 1 stick of RAM at a time. One of the sticks was able to boot the PC (from any slot), the other would cause it to not boot,(the cpu fan would rev up then turn off while the rest of the stuff inside was on).
I am assuming I have a faulty stick of RAM. Can anyone confirm this?
